Drivers illegally passing school buses put students at risk
It's a heavy fine ($700+), but I think the real problem is that there is some ambiguity as to whether the opposite lane has to stop or not or if the second lane out when there are two lanes going in the same direction has to stop. The problem is a lack of communication and clarity. Most drivers follow the rules when the rules are clear, but the real problem here is with ambiguous situations caused by poorly located bus stops.
