It's a difficult concept for some people to grasp....

Maybe he has a speech impediment and he thinks that the mask will make it worse.

North Star Charter School closes school due to positive coronavirus cases
Waiting until after an outbreak has occurred is not a very intelligent way of dealing with a worldwide pandemic. The idea is to prevent an outbreak by encouraging people not to gather in public places.... such as schools!

ON THE TOPIC OF REOPENING SCHOOLS:
1) When has there not been at least a mild flu outbreak beginning in November and lasting until March?
2) How much worse will the coronavirus situation be when combined with the flu?
3) Who does not realize that schools are hothouses where germs are incubated?
4) Where are germs transferred from person-to-person? (ANSWER: Where people gather in groups.)
5) Why would anyone think it's a good idea to do the stupidest possible thing at the worst possible time?
6) What kind of idiot seriously thinks it's a good idea to reopen schools now?

Dr. Anthony Fauci - When To Wear A Mask | The Daily Social Distancing Show
This is pretty short and sweet, but I think the most important thing to remember is that a mask does not prevent transmission of the virus. All it does is reduce the probability of infection slightly. It's better than nothing, but a long ways short of prevention.
